EU ministers meeting on 20 June were unable to decide how the London-based EU agencies will be divvied up after Brexit.
The General Affairs Council meeting to agree on rules for the relocation of the European Medicines Agency (EMA) and the European Banking Authority (EBA) ended inconclusively.
EU member state ministers were meant to vote on a procedure for the relocations, but the vote did not take place. Instead, the ministers passed the buck to EU heads of state, who are meeting as the European Council in Brussels on 22 and 23 June.
