Proposal from European Council president intended to deliver agreement at crunch meeting

A new proposal for the 2021-27 EU budget from the president of the European Council, Charles Michel (pictured), has again suggested giving the Horizon Europe R&D programme €2.6 billion less than the European Commission wants.

The proposal for consideration by national leaders in the Council at a meeting on 20 February, which was leaked online by the news website Politico on 14 February, suggests a budget for Horizon Europe of €80.9bn in 2018 prices—down from the €83.5bn proposed by the Commission in 2018.
