EU stance on open access a ‘missed opportunity’

Member states should have backed Plan S rights-retention strategy, universities and funders say

University and funder groups have complained that a position adopted last week by EU research ministers on open access and research assessment did not go far enough on retaining intellectual property over research papers.

“Authors of research publications or their institutions should retain sufficient intellectual property rights to ensure open access, leading to broader dissemination, valorisation and reuse of results improving the fair balance of the publishing business models,” the position adopted by the Council of the EU on 10 June said.
