Charting a course through the choppy waters of a year in European research policy
The past year has been a chance for Europe’s research and innovation sector to steady the ship and prepare for events visible on the horizon. After 2022 saw Russia’s invasion of Ukraine rock the EU and send inflation soaring, 2023 seemed to hold the promise of slightly calmer waters.
The year was still marred by conflict. With many in Europe’s research sector having links with the middle-east, not least through Israel’s membership of the EU’s Horizon Europe research and innovation programme, the outbreak of war between Hamas and Israel in Gaza has been hard to witness.
