Concern over clarity of EU guidelines on dual-use research

Authorities must provide “substantial and practical” advice on exchanging knowledge with military potential, say universities

The League of European Research Universities has raised concerns about forthcoming EU guidance on the transfer of ‘dual-use’ technologies—those with both civil and military potential that could be used to cause harm.

The EU updated its export control regime for dual-use technologies in June, with the new rules coming into effect in September. The European Commission is due to publish a compliance guide for research institutions over the summer, Leru said on 17 June.
