EU universities plan leaves cross-border concerns open

Experts praise policy alignment but fear strategy will not solve collaboration problems

An EU strategy for universities being developed by the European Commission may do little to improve cross-border collaborations between institutions, experts have warned.

There is optimism that the strategy—due to be published in early 2022—could bring together traditionally siloed EU policies on higher education and research and innovation. But concerns have been raised that it may have little impact on major barriers to cross-border cooperation between institutions.
