Pilot finds university alliance legal tools inadequate

Commission and university representatives disagree on ideal legal basis for cross-border collaborations

University alliances that took part in a pilot study of the usefulness of existing EU legal bases for cross-border cooperation have reported that none of the tools trialled solved all of the problems they face.

Cross-border cooperation among universities is an increasing focus for the EU, which wants to better reap the benefits of academic mobility. But because powers over higher education lie with the bloc’s member states, such alliances are struggling to overcome differences among national regulatory and administrative systems.
