The Framework programme is the most powerful collaborative research programme in the world. To become even stronger, its next iteration needs to create still more opportunities for cooperation.
This requires a substantial budget increase, both for the Framework programme and at the national level, especially in member states where research systems are lagging. Problems of inclusion and cohesion cannot be solved at the European level alone.
