The EU will send a damaging message to scientists if its R&D programme stalls

It might not be the set of negotiations claiming most headlines in Europe right now, but the wrangling over the next R&D programme, Horizon Europe, is sending ripples of concern through the academic community.

As we report this week, an ongoing row over which of the EU’s institutions has most power to shape Horizon Europe is making the chance of reaching agreement on the programme before the European elections in May look increasingly slim. If it does not happen, the next European Parliament will need time to get up to speed and, as a result, Horizon Europe’s budget and scope may not be locked down until 2020. Delays to the programme’s start would become almost inevitable.
