Brexit deal on science will be all or nothing

Joining Horizon Europe will require the UK to support EU research policy, says Peter Fisch

After the lengthy debates on the withdrawal agreement, a new type of negotiation is about to start on the future relationship between the UK and the EU. Time is pressing—the transition period beginning tomorrow ends on 31 December 2020, and the next Framework programme, Horizon Europe, is set to start on 1 January 2021.

Recent statements from policymakers and the research community show a high level of public optimism, essentially based on the argument that full UK association to Horizon Europe is of mutual interest. But a closer look at the issues shows that things might not be as bright as some seem to believe.
