New Zealand’s education minister Chris Hipkins has defended the government’s $2.8-billion free tertiary education programme after early figures showed a slight decrease in enrolments.
Government figures show that there are 2,400 fewer students in tertiary education and training institutes than a year ago and that university enrolments have increased by just 0.3 per cent.
The opposition National Party claims the figures show the policy is failing, but Hipkins says these are early results and that data for the full year will be available in early 2019.
