Michael Russell denies tuition-fees racism claims

Scotland’s education minister, Michael Russell, has denied claims by English Tory MPs that plans to charge English and Welsh students £9,000 in tuition fees—but not Scottish and EU students—are racist, The Scotsman newspaper reported on 7 July.

“This is to do where people live—there’s nothing racial or ethnic in it at all,” Russell is reported to have said.
