R&D tax credits should be reformed rather than cut back if the government is to achieve its ambition of turning the UK into a “science superpower”, a think tank expert has said.

The comments come amid speculation that the tax relief could be cut by the chancellor, following reports of abuse of the system at a time of tight finances.
