Transitional agreements could become “the norm” in the meantime, says UK’s higher education IT firm

The move to all scholarly publications being free of charge to read is unlikely to happen soon, according to a report from a higher education IT firm.

Agreements created as a temporary mechanism to work towards full open access, known as ‘transitional agreements’, could instead become the norm, Jisc warned in a report.
