Shadow chancellor Ed Balls’ plan to invest the cash generated from the sale of the 4G mobile phone spectrum in housing is “another example of the government and opposition’s fetish for concrete”, according the National Endowment for Science, Technology and the Arts.
Speaking at the Labour party conference on 1 October, Balls said the funds generated from the sale should be used to build 100,000 new homes and to reintroduce a stamp duty ‘holiday’ for first time buyers.
