The UK government must increase the role of devolved administrations in managing migration, according to the House of Lords EU Committee.
The demands of Scotland, Wales and Northern Ireland must be accommodated as the UK prepares to leave the EU, the committee said in a report on Brexit and devolution published on 19 July.
The report conceded that after Brexit, EU-level powers would be transferred back to the UK government and that the timing was wrong to embark on a “controversial domestic constitutional reform”.
