Damage to UK research is unavoidable if the country fails to associate fully with the European Union’s R&D programmes after Brexit, says a British Council report.
The report, Third Countries’ Participation Within Creative Europe, Horizon Europe and Erasmus Post-2020, analysed existing agreements between the EU and countries that are frequently cited as models for the UK—Norway, Switzerland and Israel—as well as Turkey and the US.
It found that none of these models would meet all of the UK’s demands: granting access to the single market and maintaining economic ties while limiting freedom of movement.
