Scottish university governance bill enters parliament

The Higher Education Governance (Scotland) bill, which critics have said will undermine university autonomy, has been introduced to the Scottish Parliament.

The bill, introduced on 16 June, aims to make higher education institutions in Scotland more transparent, and sets out requirements for how higher education institutions in Scotland must appoint chairmen or chairwomen to their governing bodies, requirements for the composition of those bodies and rules on upholding academic freedom. The membership of governing bodies must include two people from a trade union and two people from a students’ association. 

Liz Smith, MSP for Mid Scotland and Fife, said in a debate on the proposals on 3 June that the Scottish government was “hell bent on meddling” in university governance and exerting more control.
