Phil Wynn Owen will act as permanent secretary for the Department of Energy and Climate Change from 1 November.
Currently director general of DECC’s international climate change and energy efficiency group, Wynn Owen will stand in when the permanent secretary, Moira Wallace, leaves at the end of this month.
