Bill to open up access to ‘orphan works’

A new clause will be included in the Enterprise and Regulatory Reform Bill to allow libraries, museums and other bodies to digitally archive ‘orphaned’ works—publications for which the author is unknown.

The announcement was made by business minister Norman Lamb on 2 July following a recommendation in the 2011 Hargreaves review on intellectual property and a subsequent government consultation.
