The UK government has been overly zealous in applying the Haldane principle to the design and strategic direction of the Global Challenges Research Fund, the Independent Commission for Aid Impact has said.
The ICAI carried out a rapid review into the governance arrangements and strategy of the interdisciplinary global challenges fund, which was launched in 2015 and is due to distribute £1.5 billion from the Official Development Assistance budget up to the year 2020-21.
The report, published on 12 September, said that the fund lacked focus and risked spreading its resources too thinly to achieve impact.
