Chapter 1: What’s in and what’s not

The first chapter of the white paper repeats the broad approach to funding teaching in universities that the government has already set out, while filling in some detail. But there remains no detailed plan for postgraduate support, an omission that has provoked criticism from the 1994 Group.

The teaching grant from HEFCE is to be wound down. In its place, students will pay higher tuition fees, financed with a new system of government grants and loans. The paper reiterates that universities may receive additional income of about 10 per cent as a result of the reforms.
