Cost of HE changes underestimated, says policy institute

The government has underestimated the cost to the public purse of the changes made to higher education policies, according to a report by the Higher Education Policy Institute.

The report, published on 25 October, challenges some of the recent cost assessments carried out by the Department for Business, Innovation and Skills, which it says depend on “highly uncertain and optimistic assumptions and remain too low”.
