University and College Union has called on the UK government to take steps to reduce the concentration of research funding and to be more transparent about its influence on the research councils.
In its policy statement Seeing the Bigger Picture: The future of UK research and development, published on 11 December, the UCU says that heavy concentration of quality-related funding has deprived many talented researchers, especially early-career researchers, of access to research support.
This is not just a problem related to REF-style funding, but a result of UK research practices, the union says, referring to the absence of post-1992 universities from recent awards allocated by the Economics and Social Research Council.
