Chris Millward is to head fair access and participation at the Office for Students.
The Department for Education announced the appointment on 8 September.
Millward will assume the responsibilities currently resting with Les Ebdon as director of fair access, when the Office for Students takes over responsibility from the Office for Fair Access in April 2018.
