It is an almost irresistible human impulse to attempt to rank things, especially when there are data available. Even when the things being ranked may not really be comparable.
This is an especially fraught issue in the research sector, where there is a controversial history of ranking universities and an even more controversial history of applying crude metrics to individual researchers and their work.
