Lessons from down under

The past three decades have seen two major shifts in Australian public policy—on providing higher education to international students and on immigration—which have entangled the two domains. Michael Knight’s Strategic Review of the Student Visa System 2011, published last June, crafted 41 elegant and nuanced proposals for the next phase of Australia’s approach to these two entangled issues.

The Australian government began to implement the proposals last November. Rather than treating higher education and immigration as problems, Knight treats them as opportunities to improve outcomes both for international students and for Australia.
