Spending bills intended to sidestep budget blocks by declaring emergency funding as related to Covid-19

House Democrats have laid out plans for major increases in federal research funding for 2021, aiming to skirt around a congressional deal to limit spending.

The slew of spending bills includes $5 billion in emergency funding for the National Institutes of Health (NIH) and $6.25bn to modernise science facilities under the Department of Energy (DoE).
