White House Office of Science and Technology Policy laments “generally opaque” and variable publishing costs
A lack of data on the money spent on scholarly publishing in general makes it difficult to fully analyse possible financing mechanisms for open-access publishing, the White House Office of Science and Technology Policy has concluded.
The OSTP, which advises the White House on science and technology, was asked by Congress to examine the best financing models for making the results of federally funded research openly available.
