China does not have enough highly skilled scientists to meet its needs, although it has 48 million people working in science and technology, China Daily has reported.
Just over 10,000 people are considered to have “high-level innovative talents,” according to figures from China’s ministry of science and technology, the article says. Xu Songtao, a former official at the ministry of human resources, has said this is not enough.
