Universities stand by laws curtailing military research

Cold reception for German academy’s proposal to loosen rules on weaponisable work in higher education

Universities and state science ministries are planning to stand by the “civil clause” regulations that curtail military research at universities, defying a plan issued last month by a German government agency.

In late June, the country’s Academy of Science and Engineering (Acatech) issued a statement suggesting that universities must be allowed to conduct research for military purposes. “The Russian war of aggression on Ukraine and its consequences require a new look at the geopolitical situation as a whole and the demands that Germany has to meet,” the group said on 24 June.
